This report is a compilation of practical rules, derived both from theory and from experience, intended to guide the aeronautical engineer in the design of flutter-free airplanes. Rules applicable to the wing, the ailerons, the flaps, tabs, tail surfaces, and fuselage are discussed. Five appendixes are included.
